In 2014, the Interinstitutional Commission against Trafficking in Persons (CIT), as a result of the coordination of the Secretariat against Sexual Violence, Exploitation and Trafficking in Persons (SVET) with the Secretariat for Social Welfare of the Presidency (SBS) (in compliance with the provisions of article 5, paragraphs b) and c) and article 19, paragraph a. of the Law Against Sexual Violence, Exploitation and Trafficking in Persons, Decree No. 9-2009 of the Congress of the Republic), promoted the analysis and reformulation of the Interinstitutional Protocol for the Protection and Care of Victims of Trafficking in Persons.

In 2021, SVET, SBS and institutions that are part of the CIT, with the technical and financial assistance of the Pan American Development Foundation - PADF -, updated the Interinstitutional Coordination Protocol for the Care and Protection of Victims of Human Trafficking, which was officially presented in 2022.

This instrument seeks to provide technical guidelines for interinstitutional coordination for the comprehensive and specialized care of victims of human trafficking, for the protection and attention of their human rights, with a gender perspective, equity, inclusion and cultural relevance.

The Protocol establishes procedures for the care and protection of children, adolescents and adults, victims of human trafficking in Guatemala. Due to the importance of training and instructing officials, public servants and personnel of institutions linked to the approach of victims or survivors of this crime, the SVET.

During 2023, in coordination and with the financial support of the Pan American Development Foundation - PADF -, the implementation of workshops to disseminate said protocol was coordinated, aimed at the Departmental Networks against Sexual Violence, Exploitation and Human Trafficking in the departments of Chiquimula, El Quiché, Quetzaltenango, Huehuetenango and with the Interinstitutional Commission against Human Trafficking - CIT - in Guatemala. It is noteworthy that these processes involved Community Volunteer Facilitators, coordinated by PADF in priority areas of the country.

En el año 2014, la Comisión Interinstitucional contra la Trata de Personas –CIT, derivado de la coordinación de la Secretaria contra la Violencia Sexual, Explotación y Trata de Personas -SVET- con la Secretaria de Bienestar Social de la Presidencia -SBS-, en cumplimiento a lo preceptuado por el artículo 5 literales b) y c) y el artículo 19 literal a. de la Ley Contra la Violencia Sexual, Explotación y Trata de Personas, Decreto No.9-2009 del Congreso de la República, impulsó el análisis y reformulación del Protocolo Interinstitucional para la Protección y Atención a Víctimas de Trata de Personas.

En el año 2021 SVET, SBS e instituciones que forman parte de la CIT, con la asistencia técnica y financiera de la Fundación Panamericana para el Desarrollo -PADF-, realizaron la actualización del Protocolo de Coordinación Interinstitucional para la Atención y Protección a Víctimas de Trata de Personas, el cual fue presentado de manera oficial en el año 2022.

El referido instrumento busca brindar lineamientos técnicos de coordinación interinstitucional para la atención integral y especializada de las víctimas de trata de personas, para la protección y atención de sus derechos humanos, con perspectiva de género, equidad, inclusión y pertinencia cultural.

El Protocolo establece procedimientos de atención y protección a niñez, adolescencia y personas adultas, víctimas de trata de personas en Guatemala. Debido a la importancia de formar e instruir a funcionarios, servidores públicos y personal de instituciones vinculadas al abordaje de víctimas o sobrevivientes de este delito, la SVET.

Durante 2023, en coordinación y con el apoyo financiero de la Fundación Panamericana para el Desarrollo -PADF-, se coordinaron la implementación de talleres de socialización de dicho protocolo, dirigido a las Redes Departamentales contra la Violencia Sexual, Explotación y Trata de Personas en los departamentos de Chiquimula, El Quiché, Quetzaltenango, Huehuetenango y con la Comisión Interinstitucional contra la Trata de Personas -CIT- en Guatemala. Destaca que en estos procesos se involucró a los Facilitadores Voluntarios Comunitarios, coordinados por PADF en áreas priorizadas del país.
